Overview

2013 was a year of unprecedented developments with the 340B drug discount program, and 2014 is shaping up to be even more consequential.  The program continues to receive substantial attention from Congress and the media.  A new coalition of organizations, including drug manufacturers and private oncologists, are calling for considerable changes to 340B and have launched a lobbying and public relations campaign that is highly critical of the program.  340B providers are responding by highlighting the critical role that the program plays in ensuring access to affordable medications and pushing back against calls for dramatic reforms to the program.

At the same time, government audits of 340B providers continue, and HRSA has indicated drug manufacturers may also be audited.  Manufacturers themselves are increasing their inquiries of hospitals and other 340B providers to learn more about their policies and procedures to ensure compliance.

In the coming months, HRSA is expected to issue a comprehensive regulation addressing a range of program issues, including patient definition and other hot-button topics.  In addition, a federal court will rule on PhRMA’s lawsuit to overturn a regulation that allows rural and cancer hospitals to access discounts on orphan drugs used for common purposes.

The rapidly evolving nature of 340B makes it important for all stakeholders to stay on top of program changes.  The conference will address key program developments and challenges, including what stakeholders think will be in HRSA’s comprehensive regulation, how to prepare for an audit and the implications of key audit findings.  In addition, there will be many other important topics covered at this meeting.

Whether you work for a health care provider, contract pharmacy, pharmaceutical manufacturer, 340B-oriented business or government agency, there is no better way to stay informed and have a voice in the future of the program than to attend. You will learn from all of the key players involved in the program, including providers, industry representatives, government regulators, federal contractors and representatives of 340B advocacy organizations.

In addition to emphasis on policy matters, the conference will offer many opportunities for hands-on, practical advice to help with implementation. If you are a health care provider, you will learn how to enhance compliance, improve care and meet your indigent patients’ needs. If you work for a pharmaceutical company or other pharmacy-related business, you will learn how to prepare for and respond to the heightened focus on compliance and accountability. You will also have an opportunity to network directly with current and prospective customers. Small breakout sessions will provide attendees with an opportunity to solicit advice and to share ideas.
